The statute does not provide for severance of parental rights merely because it is thought that a child might be better off in a different environment, see In the Matter of Appeal in Maricopa County Juvenile Action No. JS-734, , rather a danger to the child’s welfare must be shown in the form of the parent’s inability to care for the child.
