Father’s actions are more analogous to the facts in Matter of Appeal in Pima County Severance Action No. S-1607, P.2d 871 (1985), in which the supreme court upheld a juvenile court’s severance after noting that although the father had petitioned to further his visitation rights, the petition was dismissed by stipulation and the father “took no further legal action to ensure his visitation rights.” Id.
